For EMC pre-compliance checks, yes. Hantek makes no EMC claim, but the HSA2030 has a quasi-peak detector and EMI filter bandwidths of 200Hz, 9kHz and 120kHz (the CISPR bandwidths). It also has positive peak, negative peak, sample and RMS detectors and trace averaging.
